Land Use Districts

The project establishes nine land use districts to guide unique development approaches within the plan area. The Specific Plan includes development standards applicable to each of these districts. The nine districts are described as follows:

Liberty Groves - Very Low Density Residential District (LG-VLDR)

The LG-VLDR district is anticipated to develop primarily as large-lot single family homes and some traditional single family homes. The LG-VLDR district permits residential uses up to three dwelling units per acre including single-family detached homes and secondary residential units. This district also accommodates bed-and-breakfast establishments, limited agricultural uses, public and quasi-public uses, and similar compatible uses.

VLDR

Liberty Groves - Low Density Residential District (LG-LDR)

The LG-LDR district is envisioned to develop with a mix of single-family attached and detached units and small-lot single family attached and detached units. The LG-LDR district permits residential development from one to seven and a half dwelling units per acre including single-family detached and attached homes and secondary residential units. This district also accommodates bed-and-breakfast establishments, limited agricultural uses, public and quasi-public uses, and similar compatible uses.

LDR

Liberty Groves - Medium Density Residential District (LG-MDR)

The LG-MDR district is envisioned to develop with a mix of residential housing types including traditional single-family dwellings (attached and detached), small-lot single family dwellings (attached and detached), and townhomes. This district may also develop with some live/work units and multiple family buildings. The LG-MDR district permits residential development from five to twelve dwelling units per acre including single family detached and attached homes, townhomes, duplexes, triplexes, fourplexes, senior housing, apartments and other multiple family units. It also permits bed-and-breakfast establishments, public and quasi-public uses, and similar compatible uses.

MDR

Liberty Groves - High Density Residential District (LG-HDR)

The LG-HDR district is envisioned to develop with a mix of higher intensity housing types from small-lot single family housing (attached and/or detached) to townhomes and multiple family buildings. This district may also develop with live-work units and some office buildings. The LG-HDR districts permits residential development from 12 to 35 dwelling units per acre for single-family attached and attached homes, townhomes, duplexes, triplexes, fourplexes, senior housing, apartments and other multiple family units. The LG-HDR district also permits bed-and-breakfast establishments, live/work units, and similar and compatible uses. Professional offices may also be allowed with discretionary approval.The FAR for nonresidential uses shall not exceed 1.0.

HDR

Liberty Groves - Mixed Use Neighborhood Center District (LG-MUNC)

The LG-MUNC districts are envisioned to develop as neighborhood serving mixed-use activity centers. The district permits residential development from five to twelve dwelling units per acre including single-family, multiple-family, and live/work housing types. This district also permits neighborhood oriented commercial and office (including retail, restaurants, personal services, hotel, entertainment uses, professional and administrative offices), civic/government uses, public and quasi-public uses (including parks, recreational facilities, and schools), and other compatible uses. The maximum FAR for nonresidential uses is .40.

MUNC

Liberty Groves - Mixed Use Community Core District (LG-MUCC)

The LG-MUCC district is envisioned to be a vibrant, regionally-oriented, urban center with a mix of uses. The objective is to provide a unique shopping, dining, working and living experience that will serve as a destination for both the Liberty Groves project as well as visitors from surrounding communities. The LG-MUCC district permits residential development from five to thirty five dwelling units per acre including single-family, multiple-family, and live/work housing types. This district also permits commercial and office (including retail, restaurants, personal services, hotel, entertainment uses, professional and administrative offices), civic/government uses, public and quasi-public uses (including parks, recreational facilities, and schools), and other compatible uses. The maximum FAR for nonresidential uses is 1.0.

MUCC

Liberty Groves - Light Industrial/Business Park District (LG-LI)

The intent of this district is to create significant employment opportunities in a business park setting. The LG-LI district permits warehouse, light manufacturing, research and development, professional offices and general commercial uses. The district also accommodates public and quasi-public uses. The maximum FAR for this land use district is .50.

BP

Liberty Groves - Open Space District (LG-OS)

The LG-OS district provides for natural open space areas, passive and active parks, and recreational facilities. The LG-OS district permits park and recreational uses and facilities, trails, and other similar uses and facilities (i.e. library, community center and other public service facilities). These uses are also accommodated in all other land use districts. The maximum FAR for public facility buildings is .25.

Liberty Groves - Public Facilities District (LG-PF)

The LG-PF district is located on an existing cell-tower site. The maximum FAR for public facility buildings is .25. Public facilities can also be accommodated in all other land use districts.
